"India has the second largest education system but the Gross Enrollment Ratio on higher education remains at a low of 23.60 per cent. With 282 million illiterates, we are the largest illiterate country in the world in the 21st century," he pointed out and said that the government is now working on promoting 20 world class institutions both in public and private sectors.
Stating that there has been a mushrooming of private colleges and universities, where most of them are of indifferent quality, he said the higher education sector is constrained by shortage of well-qualified faculty and poor quality of infrastructure.
Observing that the existing curriculum has no adequate provision to promote entrepreneurship which is necessary for venturing into self-employment, the Union Minister wanted the vice-chancellors to draw a curriculum to students which meets the aspirations of students and needs of the society.
He said that with the objective to address all challenges and to enable the educational system meet the needs of the knowledge-based and technology driven modern society, the Central government is working on a New Education Policy-2016.
He said that the new policy, which is through the consultation process, also proposes to equip the students and the graduates with knowledge, skills, attitudes and values that are required to lead a productive life and respond to the needs of fast changing world.
