I cannot respond to your first query (IIT KGP pay fixation as AP) for want of factual details. Service rules of IIIT KGP may come to your help.

 In the second query, the pay fixation rules are explicit. You may get it from any State or Central services rule.

When I joined IIT, Kharagpur as Associate Professor from a private College, they considered the basic pay I was drawing in the private College to fix my basic pay.I think that is the rule if you join in the same scale of pay. I do not know how do they fix if you join in a higher scale of pay.

Pay is protected if only one moves from  a lower cadre to the higher cadre.My friends were drawing those days 1840  basic pay in the scale 1200-1900, they were brought to Rs 1100 pm basic pay.
4. There is no provision for pay fixation if one moves from private to Govt. or Govt. Aided College. However, such an incumbent is entitled to AGP and all  and other  allowances  as declared by the State from time to time as per  one's basic pay in the defined Pay Band. This is applicable even for faculty on contract basis in Govt./Aided institutes who are appointed on intinial basic of the pay scale for say 11 months or so.

Majority oh Pvt colleges will not pay this scale.
