Re: [camnetwork] A proposed unified Leadership structure for Southern Cameroons--- President, Speaker and Chief Justice of the Congress --- [1 Attachment]

While all these proposals are good, the base is always worried about access to power /influence given past history repeating its self:

1) dominance by Eastern Nigerians with consequence of walk out from the regional assembly and the plebiscite decision to join LRC in 1954 and 1961, respectively;

2) perceived dominance of NWesterners of former BSC/ West Cameroon since 1961

3) perceived dominance of indigenous minorities

Mandatory representation and rotation of all parties in arena of power and decisions. Hence, I will add the Speaker of the House of Chiefs which allows for two represents from the NW and SW and when including the Secretaries of State also cover all 13 counties while ensuring all ethnic groups feel part of the polity whichever form is agreed by the people at a point in time.

Sovereignity lies with the people to determine the better way to live as citizens which is not fixed but adaptive to time and needs of the people.

JB,

This is just a preview of the tribal division we'd see in Southern Cameroon assuming we were so see that la-la land.. This is about the 3rd SC governing  structure being circulated.. The 1st one is that of the SC octegenerian Fon. Forgi  Dinka of widikum, NW who's based in Cameroon..  His Royal Highness Dinka has already chosen his P.M and even made his cabinet.. The other faction is led by Dr. Ébenizer Akwanga, young Bakweri, SW asylee hiding in MD, USA who's already assumed his position as Prez. Of Rep. of Ambazonia. Dr. Akwanga has been sending  serious threats to Fon. Dicka (his appellation) to take flight b4 him (Dr. Akwanga) the true leader arrives Ambazonia for official swearing in ceremony.. Now U have this new breed more "democratic" I guess, fighting as the United wing of Ambazonia out of diaspora. I assume there are other secret wings out there who have a "better" way fwd for SC. Some of us have posited that given history of secession, an independent SC will bring that zone years behind due to tribal and regional wars. Anyone who doubt my take should look at Southern Sudan that succeeded Sudan just few yrs ago, they're now a war torn country bcs  of factional divides.. Seeking a solution to the anglophone pb within a United CMR would dislodged the latent NW/SW schism or other sectarianism conflicts that could ensue.. Many SC Separatist often maintain this Ostrich mentality that they are good at keeping their houses in order.. If we cannot keep our houses in order now when order is needed the most  hw can we be orderly later??.

Dear brothers and sisters

Happy and Prosperous New Year to everyone

We must be focused to unite ourselves and keep going. Every journey has bumps along the way. We stop, rest and refuel the car and then get back on the road, right !

This is a unified  Leadership Structure of Southern Cameroons based in consensus building to attempt to unite all the people from all regions and backgrounds in order to proceed with one leadership body to lead our people with a clear vision, message and a strategic plan of action.

This is culled from the brainstorming of the Think Tank of the Confederation of British Southern Cameroons North America (CBSCNA).

To this end how do we unite all Southern Cameroonians? It is simple. We should abide by governing principles and follow due process to consider the power of self –rule as a representative form of government.

To transform Southern Cameroon National Council (SCNC) into Southern Cameroons-Ambazonia National Congress to serve as the leadership body of the Southern Cameroons struggle. The leadership should reflect the three arms of government which are

1.      The Executive branch (President),
2.      Legislative Branch (Speaker of the Congress)
3.      Judicial Branch (Chief Justice).

These three leaders should then form an interim government and establish standing committees to work towards nation building.

Therefore the Buea Declaration should henceforth consider any leadership structure to reflect the three arms of government. The idea of upgrading SCNC to a Congress is designed to inspired, energized and mobilized people at the grassroots because it conveys the idea of independence and freedom. This is also going to be a powerful diplomatic strategy because it will prove to the world that we are ready for self-rule – to govern ourselves based on the principle of separation of powers as a representative form of government in which the people of Southern Cameroons are represented. That is why we endorse the Buea Declaration and subsequent peaceful marches henceforth

That they should consider regional balance and generational balance when selecting the leaders to join the congress and standing committees . Ask for the members of Congress they should determine the number of equal representatives from NW and SW regions like 10 or less delegates for each region.

That all the groups like CATTU, Lawyers Consortium, SCNC, SCAPO, MoRISC etc should send two delegates each to represent them in the Congress.  When these groups send their representatives, then everybody becomes a leader since they are eager to make a difference. The congress empowers them to represent the people through the regions and these groups. Of course it is understood that there are leaders amongst leaders which goes back to the Executive, Legislative and Judicial Branch.

1.      The President of the Congress
2.      The Speaker of the Congress
3.      Chief Justice
4.      Attorney General
5.      Secretary General
6.      The Secretary of Foreign Affairs

Leadership Position of the Southern Cameroons National Congress ( SCNC)

The Congress Communication and Information Secretary
The Congress Secretary of Education
The Congress Secretary of Foreign Affairs,
The Congress Secretary of Economics and Sustainable Development,
The Congress Secretary of Finance and Budget,
The Congress Secretary of Justice and the Constitution
CATTU should be transformed into an Education Standing Committee under the Education Secretary of the Congress.
The lawyers should constitute the Legal or Judicial Committee under the Chief Justice and
The Economic Committee should be under the Secretary of Economic and human Resources
The Communication Committee should be under the Secretary of Communication
The Foreign Affairs/International Relations should be under the Secretary of Foreign Affairs
The Finance Committee should be under the Finance secretary
The Task force should be under the Secretary of the Army

This is a follow -up to the resolution of the Confederation of British Southern Cameroons North America( CBSCNA) done on December 26th 2016.
