My take is:

  1. Quality teacher and PhD faculty are not directly interdependent issues. Quality teacher may not be PhD or PhD may not be a quality teacher. But there would be a few PhD teachers who are quality teachers.
  2. Quality teacher is one who gives the outcomes as specified by Sir Bharatratna M Visvesvaraya:
  3. "When a young man leaves the institution after a course of training, he should be clean in speech and habits, with a correct sense of patriotism, loyalty to the country, aptitude for initiative, love for self-help, appreciation of the value of time, respect for law and order, and knowledge of the value of right thinking and right living, sufficiently well-equipped to fall into a position in some business or other calling and be able to support himself.

  4. Treating the symptoms may be more dangerous than treating the disease.

  5. It is deceptive to put the traits of a quality teacher in a structured cage/frame work of a subset of some quality traits, perceived or or non-perceived.
  6. Ambiance no doubt affects the teacher's quality. But how can one define or specify ambiance? Please see the attachment, for example.
  7. Let me use a simple term "good" in place of "quality" or "effective" teacher. Go to any college canteen. Students easily identify "good" teacher. As the sweetness of sugar is really perceived by experiencing it rather than expressing it in a number. For what does a good teacher stand? Is it not that moment a students is kindled? Inspired or motivated, knowingly or unknowingly both of teacher and taught, abundantly to achieve something? Can anyone name/identify such a spark or moment?
  8. However, I cannot venture to make such a statement as PhD is not necessary for a good teacher! PhD qualification plays its own role effectively or less as the case may be in the education process, play of minds.
  9. Do not such inspired/passionate  students represent the traits (outcomes) that are referred to by Sir Visvesvaraya?

I totally agrree with the panel. At the end of the day as a teacher what kind of skills, confindence and inspiration is given to the student's needs to be taken into account. The final outcome should be that students' are made independent learners and teachers are facilitators. At the end of the day even the degrree of employability of the student in the respective profession should also be one of the determinant of learning.
