You are very correct. Some visual way of communicating are really needed. You did absolutely well to come in with picture form. I was only correcting the mixed up of facts.

Yes. many people do not have interest to read the real facts of our history. Many of us keep quoting facts that are either incomplete or are void of background insight leading to these facts. This explains why we have so many points of views, as to what is the best starting point.

I have been writing with the aim that, the few who have some interest to read can fast track their understanding as to increase the ranks of those few who are privy to these UN official records, as we promote our struggle to all stakeholders. I most confess that, we are about 95% ill-informed of the UN official recorded facts, and the insight leading to these facts.

This is because many of the questions some of us are asking now, were asked then, and were taken care of then, in the democratic way. Because we have not studied the official records, we keep asking those same question as if there were some new questions. A good example is Resolution 1608XV of 21 April 196, if many had privy tie official inside leading to it, their worries would have been reduced.

I have included below;

1) the official recorded vote of UNGA Resolution 1608XV of 21 April 1961 to correct mixed up facts.

2) I will be posting in the next post some background inside leading to this final vote.

1.      The Union Constitution of the "Federal United Cameroun Republic" be completed before independence takes effect on 1 October 1961;
2.      Southern British Cameroons Independence shall take effect on 1st October 1961

Venezuela, Yemen, Yugoslavia, Afghanistan, Albania, Australia, Austria, Bolivia, Bulgaria, Burma, Byelorussian Soviet Socialist Republic, Canada, Ceylon, Chile, Costa Rica, Cuba, Cyprus, Czechoslovakia, Denmark, Dominican Republic, Ecuador, Ethiopia, Federation of Malaya, Finland, Ghana, Guinea.

23 Nations voted Against are: Israel, Ivory Coast, Luxembourg, Madagascar, Niger, Paraguay, Senegal, Upper Volta, Uruguay, Argentina, Belgium, Brazil, Cambodia, Cameroun, Central African Republic, Chad, China, Congo (Brazza-ville), Congo (Leopoldville), Dahomey, France, Gabon, Greece.
 
10 Nations Abstented are: Italy, Panama, Peru, Portugal, Spain, Togo, Colombia, El Salvador, Guatemala, Haiti.

Dear Mr. MAN,

This is excellent contribution to the struggle. But what is important is to use the exhibits and think of more ways of using them for our struggle. When we write, people find it hard to read, because they don't have the same interest in our struggle. But people are more willing to look at pictures, even for a distraction. So I thought that this way of changing people's minds in no time would be one of the best. You can do a small, half-page, capturing the final vote on SC independence, similar to what is on the exhibits so we change the draft and put the final vote.

Again I stress to our compatriots to find ways to use the exhibits. That is why I put them together.

The official vote for the independence of British Southern Cameroons 64 vote for; 23 against and 10 abstention.
 
It is contain in Resolution 1608XV of 21 April 1961, during UNGA 994 Plenary Meeting   which is an international law.
 
The published attachment carries but a draft 4th Committee Draft Document (A/C.4/L.685 and Add. 1) called the Fourteen-Power Draft Resolution of 19 April 1961, and which is also contained in 4th Committee Report A/4737 of 20 April 1961 to the United Nations General Assembly.
 
4th Committee documents or resolutions do NOT become law unless such documents or resolution are debated on, in the United Nations General Assembly and adopted.
 
Once a draft is tabled to the UNGA, and a debate is done, and whole draft is adopted without any corrections or alterations to the draft, it becomes the official resolution with international legal effect.
 
Any 4th Committee documents that is NOT endorsed noted, or made reference to, in UNGA debate, and voting on, it is not regarded as the official law of the UN Parliament, but a working document.
 
The two voting stated in this attached draft are as follows;

The words "1 October l96l" in sub-paragraph (b) of operative paragraph 4 were adopted by 50 votes to 2, with 12 abstentions.
 
The words "before 1 October 196l" in operative paragraph were adopted "by 50 votes to 2, with 12 abstentions.
 
The words "into a Federal United Cameroun Republic" in operative paragraph 5 were adopted by a roll-call vote of 29 to 6, with 33 abstentions.
 
From the above, one will see that voting in this case are for specific words and phrases, not even on the draft as a whole. Take note in a democracy setting only the majority votes matters.
 
This very two 4th Committee Draft Document of 19 & 20 April 1961 contained paragraph 5 & 6 which states thus:
 
"6. Appoints a Commission of three constitutional and administrative experts to he nominated one each by three Member States designated by the General Assembly to assist at the request of the parties concerned in the discussions referred to in paragraph 5 above."
 
Also the word "Federal United Cameroun Republic" did not appear in paragraph 5 the final and Official Resolution 1608XV 21 April 1961, as well
 
This paragraph 6 is not recorded in the final and official UN Resolution 1608XV of 21 April 1961. Why was it removed during the debate in UNGA Plenary, before the final voting into law of Resolution 1608XV? The very reason for the removal of this paragraph 6, according to UN records, also lead to the explanations why Britain and UN were not at the Foumban Conference. It written clearly in UN records.
 
We should not be using or quoting 4th Committee draft document as the final and official document of our independent, it is not right. We have advised some comrades who have used this very data that are on two different dates, and by two different organs of the United Nations that there are not the same.
 
The official vote for the independence of British Southern Cameroons was 64 votes for; 23 against and 10 abstention. It was on 21 April 1961 and not the 19 April 1961 as stated on the attachment.

For too long I have heard all the news media misrepresent our story; talking about marginalization and all such things. None has talked of the illegal occupation and annexation. Let these exhibits tell the story for us.

Use this exhibits in any profitable way! Amen.
