Guidelines/norms regarding student: Faculty ratio and other provisions like faculty qualifications,6th Pay Commission, time bound promotion, CAS, PBAS, APIs, etc., available through various circulars, Gazettes, processing handbook, etc. Colleges public/private do submit a sort of notarized registered agreement with AICTE and/or University.
Regulatory bodies are expected to take action against defaulters from time to time, that too well in time so that challenges/threats do not accumulate. But normally such violating cases finally are moved to the Court for verdict by the employees.
7th Pay Commission now can be declared any time. Faculty vacancy is rising and we are adopting 11 months or so contractual temporary appointments in most of the public/private colleges. And on the other hand students-admissions are dwindling. How to make both ends meet is a big challenge before colleges to resolve.
We need to revisit the challenges/threats being faced by the colleges and find out an amicable solution.
I would like to suggest that AICTE/University needs to publish a white paper on:
- Cadre ratio. Promotion policy from AP to P. Guidelines for Adjunct faculty (supposed to be 20% of total faculty required in institute).
- students: Faculty ratio for UG/PG prgs. and all other prgs like Architecture Egg, Food Processing, MCA, B Sc (Nursing), etc.Some colleges run the prgs approved by say Open University, or Agriculture University. Coordination of regulatory bodies like CoA, health University, etc.,is necessary.
- Practical batch sizes for UG/PG practicals.
- Batch size for Seminar/Projects/Dissertation for UG/PG.
- Faculty Cadre ratio: Professor: Associate Professor:Assistant Professor with teaching load/week for each, including HOD and Principal.
- How to calculate the teaching load per faculty/week? It is desirable to work out on Credit System where practical/Tutorial/seminar, etc., given half credit (half of the actual hours assigned) and guidelines for other non-teaching staff .with a ratio of teaching: non-teaching staff.
- A very few colleges can afford to pay full pay as per the State norms. In public funded colleges, faculty vacancy is sizable. Will it be rational allowing Trust to decide HRA, DA, CCA, TA, etc.,within a range: say 50%-70% of that set by University/State (that will vary from location to location in a State) keeping grade pay, AGP, EPF, TDS, 3% annual increment, etc., as prescribed by Pay Commission/Acts?
- Can we expand tax-exemptions for private colleges in such matters as food purchased for mess, equipment purchase, GST, water and power supply to some extent, etc.?
- Can banks be asked to provide loans at a minimum interest rates to colleges?

Non-adherence to pay scales and qualification of teachers will also be considered violation of norms leading to the suspension of admission process or reduction in intake in technical institutions.
In a recent meeting, the AICTE approved new norms for grant of approvals to technical institutions. There are over 3,000 AICTE-registered engineering institutes.
"Colleges not maintaining prescribed faculty-student ratio shall be liable to punitive actions including suspension of approval for supernumerary seats and reduction in approved intake," a senior AICTE official said.
According to the AICTE guidelines, suspension of admission in the respective course for one academic year and withdrawing approval of the course or of the institution altogether are the possible actions for the defaulting institutions.
"Penal action can also be initiated against technical institutions for not disbursing the salary of the faculty and other staffers regularly and not adhering to timings for the colleges that operate in two shifts.
"Besides these, non-adherence to prescribed pay scales or qualifications prescribed for teaching staff for more than 12 months will also attract penalty," the official added.
The second shift has to be run as per the declared timing - from 1pm to 9pm -- with 50% additional faculty, which would be subject to surprise inspection.
Any violation of timing and of number of faculty members may lead to closure of the course, the AICTE official said.
