Dear MTCian Friends,
Third child policy is not new in India.  It is already implemented 8n states like Maharashtra etc.
 Sharing sime facts and a research report aboutbits impact. Will like to havr detail discussion
This 'third-child policy' is actually the 'small family norm' that was suggested by the Central Government since the 1970s. Small policy norm then was 'two or three children'. In the 2000 it became 'two-child'. Around nine states adopted it then and some of them reovked it. Currently, the two-child norn remains active in Andhra Pradesh, Gujarat, Maharashtra, Odisha and Rajasthan. 

The policy aims to disincentivise having a third-child by restricting access to certain services. People with more than two children will not be allowed the following things.

1. They cannot contest elections to local self governments, that is from gram panchayat to municipal corporations. 
2. They cannot apply to govt jobs and those already in may be dismissed.
3. Farmers with more than two children have to pay higher water tax.
4. The third child may lose access to certain free govt services, like education, healthcare, which the other two kids may get.
5. The family may lose right to access certain governments schemes.

Assam's Health Minister Himanta Biswa Sarma said that this is a draft population policy and that they have suggested that people having more than two children will not be eligible for any government jobs.
