Dear Sir, I don't think that it is a good idea to punish those with more than three
children. It is the children who will suffer the most. Also, such acts wold smack of
discrimination between citizens and create an atmosphere of resentment and anger.
It has also been shown that it is the poorer sections that have more children because
they see children as economic assets to draw support in the declining years.
Prosperity is the best form of birth control.
It is best to reward those parents who follow the two child policy by providing some
economic incentives to do so. Some suggested methods are:
The bank deposit rate on savings or reduced medical bills in the case of sickness or
lower policy premiums on insurance or slightly less mobile and telephone bills can be
provided as rewards for maintaining two children. To prevent misuse,the beneficiary may
get a renewal of his status annually to avail of the benefits. Those providing false
certificates could be punished and such incentives withdrawn.

When the word spreads about such incentives, then people will adopt it wholeheartedly.

Assam's Health Minister Himanta Biswa Sarma said that this is a draft population policy
and that they have suggested that people having more than two children will not be
