.....Unless UGC revokes its decision at the earliest, universities are going to face lot of shortage of Professors as guides.....

.... further, as you have rightly observed, a good number of  youngsters (not everybody please)  who are smart in appearance and too smart in peripheral etiquette do not have much command over research in general and research methodology in particular .....

.... I am a quadruple doctorate in Management, Psychology, Education and Philosophy respectively.....Also I was a UGC JRF/NET in one of the PG subjects.....my experience with junior and senior research guides had also proved the similar kind of observations as you have made sir.....
