Re: [MTC Global] Three engineering internships mandatory during course, institutes to be held responsible: HRD minister

Against each proposal my take is given in blue color. Union Human Resource Development Minister Prakash Javadekar on Tuesday said at the Lok Sabha that it will now be mandatory for engineering students across the country to be involved in at least three internships in the duration of their course during the academic year. "1: Every student in technical institute should undergo three internships each spanning four to eight weeks before completion of his/her under-graduation course. The responsibility will be on the institute to help students find a suitable industry for the internship," Javadekar said.

  • It is good proposal long awaited.
  • I had experience of running BE(Mechanical) Sandwich prg, (designed and executed by me) with 60 intake in Govt. COE Pune for about 6 years (1974-1981) and BE (Mechanical) & BE (Production ) Sandwich prgs in AIASSMS' COE, Pune, for 10 years (1993-2003)  with intake 12 0. It was a Herculean task to organize two internships in industry each of 6 months for all students admitted to the prgs. Students were placed in Pune, Maharashtra and parent States of students. The Director of Training used to be a member  of GB and some coverage used to get for Apprenticeship. The training prgs were meticulously designed and closely monitored. Industry were benefited because of student industry oriented projects.
  • Holding only institute responsible for obtaining internship placement is fatal for all colleges cannot organize training for such a huge number of trainees. There would be short cuts, diluted quality on one hand and excellent exam. results on the other. One of the major failure of MBA prg is "chalata hai" (vacation or otherwise)training  of MBA students.
  • Naturally institutes, MHRD, AICTE, industry, State/Central Govt. will have to carry the responsibility for leading internship to success.
  • If properly monitored, faculty number will reduce, fees will decrease at least by 20% and students will get stipend that industry will give readily provided internees contribute to industry one or the other way. Internees are having better intellectual capacity compared to average rank and file worker of industry, e.g., one of students placed in Kirloskar Cumin's used to give shift output of 35 units against 25 standard output.
2. Teachers of engineering courses will also be required to appear for an annual refresher course. "Every teacher in each of the technical discipline shall mandatory undergo an annual refresher course through SWAYAM portal (Massive open on line course), encapsulating all advances in their field of study," the minister said. • We have been spending crores of rupees every year over the last 3-4 decades in the form of refresher/STTP/FDP/ICT (MHRD/ISTE/self funded/TTTI , prgs. But what is the ROI? Is there any white paper on the outcome of these campaigns?
  • Such refresher courses need to have objectives, sound structure, monitoring, prgress controll, feedback from field at least for 5 years after training  to realize the actual benefits to academics/society/industry, etc.
  • I I differ from the statement "40 per cent of engineering graduates get placements", it should be in the range 10%-15%..
The compulsion of summer internships has so far only been followed by reputed engineering colleges leaving many graduate engineers at a disadvantage due to lack of experience. According to AICTE data, the minister said, only 6.96 lakh students out of 15.87 lakh students at 10,328 technical institutions get jobs through placements. He added that this number would have been higher if students had not opted for start-ups and higher studies. The minister had in late March announced that only 40 per cent of engineering graduates got placed after graduating from college. Falling demand in the industry and the lack of required skills among graduates have been pointed out as the reason for the low employability levels. The HRD Minister said their target is to increase the placement to 60 per cent
  • To  be frank enough 60% placement is a day dreaming at least for one more decade unless we do not create new jobs, align students-skills to such jobs and all stakeholders listed above work together with harmony, coordination.
