What do you think about?
- Scrapping of the no-detention policy in schools till Class VIII on one hand.
- Creating 20 world-class institutions on the other.
- Since one decade the university exam. results mainly in respect of professional UG/PG programs show something like this: 80% first class, 15% Distinction, 5% second class on one hand.
- No employment on the other.
- Can we internationally compete if students are promoted without some assessment/evaluation of their learning outcomes?
I recall that the Head Master in 19th century used to decide whom to allow to appear for SSC exam. Detention was the usual routine then in colleges too. Today students with zero attendance can appear university exam. and come out with flying colors.

An enabling provision will be made in the Right of Children for Free and Compulsory Education amendment Bill which will allow states to hold back students in class V and class VIII if they fail in the year-end exam+ . However, the students will get a second chance to take another exam and pass. The bill will now be placed in the Parliament for approval.
Under the present provision of RTE Act students are promoted automatically to higher classes till class VIII. This is one of the key component of RTE Act which came into force on April 1, 2010.
