Dear MTCians,
Instead of calling it 'plan to fail', it should be called 'a test to pass'. This is not new; it was very much there earlier. Whimsical governments change the policies without giving much thought. Populism should yield place to pragmatism. Quality should get precedence over quantity. Development is not a number; it's a value proposition.

An enabling provision will be made in the Right of Children for Free and Compulsory Education amendment Bill which will allow states to hold back students in class V and class VIII if they fail in the year-end exam+ . However, the students will get a second chance to take another exam and pass. The bill will now be placed in the Parliament for approval.
Under the present provision of RTE Act students are promoted automatically to higher classes till class VIII.
