First of all , whether one conducts formal research or not, research and teaching goes hand in hand. When a teacher teaches, one refers various books and various perspectives are being put forth to students.

Why research is so low?
1. Lack of knowledge on the technique to conduct research 
2. Internal politics and lot of negativity from the colleagues
3. Those who are fresh to research are not being encouraged 
4. Even those who are fresh, they don't get proper guidance from experienced professionals in the industry 
5. Fear of being copied. The research done, these days protecting your work has become a challenge and measures should be taken for the same
6. Enmity and negative reactions and comments from Phd Guides to the students.

The overall result leads to demotivation to get into research.

If there is no research, how are teachers to teach is my question and from where? Teachers teach from books and power point presentations. From where did these come? It all bottles down to research.
