Similar situation. It could be even worse as we are miles ahead of Pakistani's in terms of cheating & fraud. People who don't have Medical Degree's run Kidney transplant clinics enrolling qualified doctors from a reputed Chain of Hospital was also found to have links with this group of frauds. The lure of money blinds people who want to get rich quickly. I often wonder How these gentlemen could take the Oath of Hippocracy and continue being hippocratic in their approach as well. In this case what I think is:

Doctors are planning to recover their capitation fees in one year.

Or may be they plan to reduce the lifetime of the population.

Or perhaps they plan to eliminate many people to control the population.
