While it is a logical thought, there is need for co-ordination among these three functions so that there can be synergy (rather than infighting  among themselves).
A possible way out could be : three independent units under one agency , with the head of the agency mandated to achieve the twin objectives of   GER and quality.

I believe in a simple theory – Regulatory , developmental and audit/evaluation functions should be in hands of three different agencies because firstly each one of them needs a different mindset and secondly they are a check on each other's functioning that is the need of the day.

1.
All public and private institutes in India are affiliated to one or the other
university that is established under the control of UGC. It means all institutes
are under the control of UGC.
2.
AICTE is another body that takes care of Technical and Management Education like
Medical or Agriculture universities.
3.
The provisions made in the said UGC Draft are the same rather word to word as
made by AICTE from time to time. See attachment.
4.
Can concentrating all powers in the hands of UGC in respect of Higher Education
lead UGC to meet the 21st challenges like:
- Improving GER
- Quality education at the affordable costs
- Improving employability of graduates
- Bring a few universities within the first 300 World Top Universities (till
none!)
- Providing World Class Education and Word Class faulty to our youths
- During the 21st Century the World needs over 500 m skilled work force
- Are we going for vocationalization and skill development to grab this
opportunities
- To bring Noble Prizes in India (till none!)?

The answer is certainly is "NO"!
