Dear All,
I agree with Dr Vishnumurty narra and I have no doubt about UGC as chief Custodian of HE. But, as management experts, we believe in delegation of authorities and responsibilities for the purpose of specialization which is more essential to progress in the direction of research. AICTE was conceived Mainly to manage HE(Engineering) with professionals of similar nature. 

We have learned a lot about management of HEI (Engg) by Universities headed by non-Engg. Team. Evolution took place and Technical Universities evolved based on how AICTE was evolved. 

Now we can simply forget about Why AICTE was formed and say UGC is the big brother. Can it bring  HE(Medical) under its ambit by making MCI or PCI non-existent??

I strongly say that MHRD has failed to protect AICTE and hence AICTE could not achieve its set objectives. It is purely a mis-governance by MHRD and the HEI(Engg) are suffereing

MHRD has failed to protect AICTE and this is going to become a big Challenge. Universities are yet to prove its ability through improving its quality of education. AICTE process is time tested and fool proof. UGC can copy the document but can it make all its Universities to run like AICTE. A big question.
