Nice question .

I too agree  with your view .In fact  many institutes do not understood the concept of placement and difference between these two activities.   
In fact most of the institutes are using  T & P activity as their marketing tool and do not want to understand working philosophy of this department

We are actually more focused on Placement rather than Training if somebody called Placement Officer instead of Training & Placement Officer.

Will it affect by any means? towards its carrier in Training & Placement Dept.

The KRA of TPO is more towards placement rather than Training.
