Yes very much required. 
It's the leader who sets the direction, coordinates and ensures thst momentum is sustained to reach the desired goal. 
He is the one responsible to nurture develop his faculty colleagues who in turn will take care of the students. 
In the light of experiences being shared by fellow MTCians it's most appropriate to deliberate on this vital topic.
