Though PhD is the highest degree that is awarded by the Universities, until July 2009, there were no minimum standards and procedures  that were specified by UGC to be followed by the Universities.
 
As may be seen from the attached Gazette notification, the guidelines are broad and it is upto the Universities  to define the specific procedures to be followed.
Some Universities (including some government ones) do not seem to be complying with the UGC guidelines ,even after 6 years of notification.
 
Besides, conduct of the PhD program ( starting with identification of the topic, allocation of supervisors/guides, progress monitoring , setting standards for thesis writing etc )
in some Universities is  left to the scholar and the supervisor ,with very little involvement of the Universities. After registration of the scholar, the University gets involved only in evaluation .
 
On the other hand, linkage of PhD qualification with grades and salaries, at the time recruitment as well as at the time of promotion of faculty members ,
increased the demand for the PhD program multifold , beyond the capacity of most of the Universities to manage the program.
 
It goes without saying that except for a few islands of excellence, there is a  dire need to  improve the quality of the PhD program in general , which needs addressal of
the underlying issues-   at systemic level as well as operational level.

Despite such a lengthy procedure , checks and balances why quality of our so many PhD holders is so poor.

More or less similar procedure is adopted by almost all the universities including IITs. Some universities keep it mandatory 2-3 international publications in reputed Journals. Some universities appoint both the examiners from India and no defence is done. Some universities ask for 20-25 copies of PhD syopsis that are dispatched to the experts for review who can load queries, suggestions, endorsements, etc., in sealed covers that are opened  during the Question-Answer Session  of the defence, and the researcher and guide will have to defend any query. Some prestigious universities do register PhD  candidate without any guide (supervisor), self-guided missile!

Examiners of the Madras university:

The supervisor has to prepare a list three foreign examiners, three Indian Examiners and three Examiners within the Southern Region.

The list has to be approved by the Doctoral Committee.

To get a list of three foreign examiners, the supervisor has to search for the specialists through the internet. Around 60 examiners has be contacted. Finally, three  leading professors have to be placed in the panel. The university would send the synopsis to one of them and get his/her acceptance. The process is free from the bias. Normally, Indian origin examiners are not accepted by the university. The university also verifies the background of the examiners through the Internet.

One Indian examiner would be selected  out of three Indian examiners similarly. These two evaluate and adjudicate the thesis. The Examiner from the region would be invited for the conduct of public viva-voce.

My humble appeal to friends, it shall be in larger interest for Learned people to restrain from generalizing the localised assessment results about education standards in India and  shall it be better to suggest solutions independent of so called developed country's professors in general? Hence, first of all we have to fix goal (s) for research. In India our research goal is mainly promotion (to enhance earning capacity) focused, though there but a few islands that are pure development or knowledge focussed.

In fact quality research needs no assessment by the third party, but such a reseach drags many followers!

The research quality of  Indian universities is apparently crying for immediate attention and a makeover, as evidenced by poor international rankings that our universities get. With a proper strategy in place, research quality should be brought on par with that of the developed countries.

 

A regulatory body should randomly pick up degree-awarded theses of our universities and send them for examination by a foreign professor who should be randomly chosen. The university should not be allowed to choose an examiner on its own since such selection can be self-serving, as we are seeing; for example, the foreign professors to whom our universities are sending theses for examination are just descendants of our own system and they are just a part of 'mutual admiration' cliche. They don't critique the theses objectively, obviously because they too are a products of the same system.

 

India should maintain a large of panel of foreign professors ( also some Indian professors too from reputed institutes of India) who should be randomly assigned with examining the quality of theses produced by Indian universities.

 

There are of course some good universities in India too which maintain good research standards but they are just islands.

 

India should come out of this sad pickle wherein Ph Ds are just capable of working as clerks, attendants, entry level jobs only.
