[MTC Global] MGR University fined for discharging sewage in Cooum river

The Southern bench of the National Green Tribunal has fined Dr MGR University Rs 40 lakh for discharging sewage into the River Cooum.

The tribunal has also directed the Tamil Nadu Pollution Control Board (TNPCB) to initiate criminal proceedings against the university.

The tribunal directive came after the TNPCB submitted a report saying Dr MGR University Research & Educational Institute in Maduravoyal, Thai Moogambigai Dental College & Hospital in Mogappair, Thai Moogambigai Polytechnic College in Nerkundram and two of the university's hostels in Maduravoyal were letting untreated sewage into the Cooum.

Earlier, P Edwin Wilson of Purasawalkam had moved the tribunal seeking directions for restoration of the water body. In his petition, Wilson said the "historic River Cooum" had turned into a large gutter and become a breeding ground for mosquitoes and pathogens.Its water had become highly toxic and unfit for consumption, he said.

In February 2016, the government sanctioned Rs 605 crore for the first phase of a plan to clean the river, resettle families living along its banks and establish parks on its banks. As part of its longterm plan the state government was planning to resettle families living along its banks by building tenements at Okkiyam-Thoraipakkam and Perumbakkam.

According to the TNPCB report, the three institutes and two hostels were discharging 110 Kilo Litres per day (KLD) of sewage in the river. The board said it issued them directions to set up a Sewage Treatment Plant (STP) for treating the sewage and later reusing it. It also directed them to obtain its consent under the Water (Prevention and Control of Pollution) Act, 1974. Under no circumstances, directly or indirectly, were the institutes to discharge untreated or treated sewage in the river. Despite the order, there was no reply from the university, the board said.

The tribunal bench posted the matter for further hearing to May 23, ToI reported.
