Respected Bholanath sir,
.....It is mostly due to variance in perception levels.....which again is under the influence of involvement and commitment, etc.....Anatomy, Physiology and Neurology will also play a key role which could not be neglected altogether....
.... such kind of students need special and additional attention .... more than that, teaching with affection, love and emotional feeling will also play their role.... unfortunately, students lagging behind others will be humiliated, insulted and discouraged.....which is also a kind of inhuman act....

The student lack interest in the class room sessions, because, they have a fancy of enjoying the colege at the cost of the parents or at the cost of tax payers'; money in the form of fee reimbursement system. The students who are all supported by their parents, that means, those students  do not have a goal, hence they fail. their parents money gives them a moral, metal and physical support. this is one category.
 
the second category is that the joint activities of a group. the short term enjoyment and realise their follies after losing one or two subjects.
 
the third category is that a sort of an elite group. whether the teacher teaches in the class room or not. they pick themselves up to the fore.
therefore, the students who have no goal only show their disinterest towards studies.
 
but the god teacher teaches to all the students in a manner and methodology which imparts the knowledge and skills.
 
it is the mistake of the takers of the knowledge the students.
 
after facing the failures, the only solace, the tutorial college or tuition etc., to reach the asylum.

Following are possible the reasons....
(1) students are responsible...
* students do not pay attention in class because they get distracted by some unproductive activities such as watsapp, facebook, Twitter interruption during the class.
* they do have a notions of enjoying college life by bunking class doing some mischief in class and do not pay attention.
* they do not get personal attention from teacher as number of students in class  are constraints. Whereas they get due attention in personal tution.
* in personal tution , students read the same topic again which is a revision for students whereas without tution, students do the one and only final revision before their exams.
(2) teachers are responsible..
* the burdens of syllabus to comlete on time therefore they need pace in their lecture which results in less attention for little weak students.
* students who stuck with a single doubt in class who can not conscentrate in entire class and can not understand the other topic which they might understand easily.
* sometimes, teachers do not feel necessity to explain the topic again as the go with response of  majority in class
* sometime , teachers do not entertain the students to  ask simple doubt and humiliate the students which results in hesitation for weak students ( i say slow learner) to ask any question in future.
   There are many more reasons for it depends on different time, situation, teacher and even subject .
    But i personally feel that if my students are going for personal tution then it must be treated as my failure as a teacher not of students. As a teacher , one must understand the need of student and teach accordingly. I do not feel any personal tutions are required for any students..
