quick fix solution is not possible,
i think both are required "values built the foundation and fear keeps it's intact so that the foundation should not get destroyed."

There are many organizations in our industry that celebrate the value of love and collaborative relationships – Zensar is one of them
In fact the case study I co-teach every year at Harvard Business School with Prof David Garvin is on this theme – that a Machiavellian approach to fear driven teams is never sustainable !
Any management school that is interested can buy the case "The power of Vision Communities" from the HBS case repository
