I would normally not like to reflect on politics but this message from Nagi seems to  have some misinformation about Indian political scene hence commented. First and foremost there is no other better nationalist organization in the country than RSS and this has been proved beyond doubt during the disasters and emergencies faced by the country. Where Government has failed to provide education facilities to economically weaker sections of the society, this organization is educating millions virtually at cost of pocket expenses through its chain of Sarswati Shishu Mandirs. Second, there has been no such incident that shows that our Prime Minister has aligned with Hindu Fanatics – I would rather say that he has been successful in stunting their moves that would have pushed the country in chaos.

If leaders in India need to learn any lesson from Mr. Lee Kwan Yew, it is that creating a modern and prosperous society requires building trust and unity of purpose between people and the leaders. For India to become a vibrant economy the politics has to shift from caste, creed and religion to high quality education, meritocracy, rule of law and transparency in governance. This is far from easy to accomplish when Indian leaders nurture and thrive on vote-bank politics and patronage system. After separating from Malaysia Mr. Lee led his people to unite as one nation. He understood well that caste based politics will only divide people and keep the nation in turmoil. To him, only prosperity provided the shortest route to reachingis his goal of creating a viable civil society or his own version of democracy in Singapore. Without any natural resources such as oil, gas, coal, minerals, gold mines and other assets, he cultivated institutions for high quality education which in turn led to creating a very productive and dedicated work force. He convinced his cabinet ministers and civil servants that creating democracy not only requires significant policy rethinking but also a clearer understanding of abysmal extent of social and economic inequalities and deprivations in the country. He understood that a country is all about nurturing the talent and capabilities of its people; not banking on caste, creed and religion.

 

India will continue to suffer from poor quality of leadership and vote- bank politics at state and center level. Mr. Modi alliance with Hindu fanatics and RSS folks points to the status-quo. Same is true about Chief Minister and other leaders in many states. How can millions of young people in India can hope for a better future when their leaders are hopeless?

One must understand the fact that Singapore is a city state with a population of 5.47 million which is less than Banglore's population of 8.5 million and hence to compare the economic development of Singapore with the economic development of India is not fair. India's problems are very complex which are mix of advantages and disadvantages and there are many trade offs. Demographic dividend which is professed much touted advantage by many analysts could also turn out to be disaster if proper and diversified skills are not imparted to the huge young labor force as unemployment carries all the portents of unrest in the socio-economic milieu. Another grave problem we have is our low labour and capital productivity which is the by-product of inefficiency in our entire governance and more so in the public sector units and state government administration. Democracy have certain inherent flaws which result into slow growth as promulgation of certain acts are to be taken by the majority. The land acquisition bill and GST are two cases in point to substantiate this statement. Low productivity in agriculture production and marketing, lack of infrastructure, unemployability of our educated youth, income disparities, regional disparities, low tax GDP ratio, high cost of tax administration, low export competitiveness due to among others,high cost of electricity and poverty are some of the issues which are cause of concern to leapfrog the economy on a consistent basis.

UGC has failed, scrap it, says HRD committee, Akshaya Mukul, New Delhi:

One of the first committees set up by HRD minister Smriti Z Irani to review the working of the University Grants Commission (UGC) has said the regulator has not only “failed to fulfill its mandate but also has not been able to deal with emerging diverse complexities“ and should be replaced by a National Higher Education Authority.
Headed by former UGC chairperson Hari Gautam, the committee has said any “reshaping or restructuring“ of UGC will be a “futile“ exercise, as will be amending the UGC Act.Therefore, it has recom mended the setting up of a new authority through an act of Parliament and prepared a draft bill. Till such time a body is set up, the panel says, the HRD ministry can bring about changes in UGC through an executive order.

Ministry sources said the recommendations were “far-reaching“ and “will be looked into seriously“.Among the committee's other suggestions are a national research aptitude test for admission to PhD and doing away with the 10 year criterion for professors to become vice-chancellors. It has also emphasized teaching of yoga and transcendental meditation.

The two-volume report submitted to the ministry says UGC is “plagued in the main by reductionism in its functioning“. “It (UGC) has side-stepped its function of being a sentinel of excellence in education and embraced the relatively easier function of funding education.“ Headed by former UGC chairperson Hari Gautam, the committee says the UGC staff is unhappy as only “few find favour and are delegated with powers to perform in important areas while many of them are left out with hardly much to contribute... It is said that they are pushed around through an element of fear and threat.The overall impression is that there is a man-made crisis which seems to be cause of unhealthy ambience and poor performance of UGC.“

Coming down heavily on the functioning of the top levels, the committee says the UGC chairperson “should be advised to strictly keep a vigilant track of the various performance areas“ and “assess the contribution at all levels“. The chairperson, it adds, should spend more time in his “seat“ than go around the “country and the world on occasions that have not much relevance for the system he governs“. The committee has recommended that the chairperson's performance “be assessed once after three years and then at the end of his tenure of five years by a committee constituted by HRD“.

Apart from Good governance, Integrity, culture of savings, stupendous Hard Work, major presence of MNC"s, promoting Excellence, brilliant Teamwork - Prime Minister Lee adopted a technique of " Leveraging Technology " & "Managing Technologies Effectively " - as a vehicle to reach the goals & parameters he had set in growth & development of the nation.

When we say Technology, it is not just IT, which is a misnomer in India. Technologies encompass several fields & sectors like communications, electronics, security, automotive, biotech, education, hardware, financial srvices & others. He did marvellous Technology Planning in the singled out priority sectors, forecasted apt technologies which Singapore needed in these sectors, acquired them from right sources, enabled proper transfer of technologies, ensuring good absorbtion of technologies, flawless implementation & the technology assesment & evaluation process was an ongoing activity throughout the ETM life cycle..

Then, Technology diffusion happened - amply demonstrated in huge trade activity as a free zone.

Today, Singapore Govt are Consultants to AP state Govt. A major world class University also got established in the process.

From April 1, pregnant and elderly women travelling alone will have their own bay of six seats in each coach of long-distance trains.
Implementing the initiative announced by Railway Minister Suresh Prabhu in the Union Railway Budget, the Pune division will earmark one bay in every coach and also deploy security guards to ensure no untoward incident takes place on the bay.
The six-berth bay located centrally in each compartment will be available in SleeperClass, AC Three Tier and AC Two Tier coaches for pregnant women, female passengers over 45 years of age and senior citizens.

During the Railway Budget presented last month, Prabhu had announced: "… we propose to increase the quota of lower berths for senior citizens. TTEs (travelling ticket examiners) would also be instructed to help senior citizens, pregnant women and differently-abled persons. the middle bay of coaches will be reserved for women and senior citizens for reason of safety."As per the existing norms, an on-board ticket checking staffer is authorised to allot two lower berths to senior citizen and disabled people on first-come-first-serve basis if they are allotted upper berths in the reservation scheme.
Railway officials said the separate bay for them would mean many advantages for pregnant women and senior citizens.
"Pregnant women and senior citizens travelling alone are often victimised by miscreants and thieves. If we make sure these people are sitting in one particular bay,it becomes much easier for the security staffers and also for the TTEs to keep an eye on them and see they are not assaulted or inconvenienced," said a senior officer with the Pune division. He added that the Railways was working towards automatically providing lower berths to pregnant women. "It will be functional soon," said the official.
Hasha Shah of Railway Pravasi Group said though the move was welcome, it was important to sensitise TTEs about the rule.
"Now that they lawfully have their own bay in each coach, they should not need to fight for it. We know that though there was a provision for senior citizens to be allotted vacant lower berths, many a times TTEs don't allot them even after request. Hence, it ismost important that the security staffers and TTEs are trained about the changes in rules and sensitised towards their responsibilities towards women and the elderly," said Shah.

President Goodluck Jonathan is a pacesetter of a new era of politics in Nigeria, a former military head of state of Nigeria Gen. Abdulsalami Abubakar has said.
The General spoke with State House media practitioners shortly after leading members of the National Peace Committee for the 2015 presidential elections to a closed-door meeting with President Jonathan at the Presidential Villa aka Aso Rock, Abuja.
" In the history of Nigeria, Gen Abubakar said, I think this is the first time where a contestant has called his rival to congratulate him and through this point, President Jonathan maintains a point that the blood of Nigerians is not worth his presidency and by his action, he has proven that"  concluded the former military ruler.
" We were at the middle of a meeting with international observers to try to see how we can still water the tension down, when gladly I called Major Gen. Buhari that we are going to see him. He told me that Mr. President has called him at about 5.15pm (Nigeria time) and congratulated him and conceded defeat Gen Abubakar told newsmen at the presidential villa.
The National Peace Committee was in the presidential Villa to thank President Goodluck Jonathan for his statesmanship, said the former military leader and urged all stakeholders to emulate Jonathan's sportsmanship.
It will be recalled that in the 2011 polls, Major General Buhari  refused to concede defeat to Goodluck Jonathan, causing violence in certain parts of the country. Over one thousand people were killed in that political wrangle.
Dr. Goodluck Ebele Jonathan may be the loser of March 2015 polls but he will be inscribed in the political history of  Africa's most populous nation and economic giant as the pacesetter of a new era of politic in Nigeria.
Democracy is growing taller in Nigeria.

[MTC Global] Gujarat University to close down distance courses

Gujarat University (GU) Vice Chancellor, Prof MN Patel has hinted that the external courses or distance education for its various faculties may soon be closed down.

Presently the university offers around 15,000 external UG and PG students who are registered with GU.

During a senate meeting, students raised the issue of external students. The VC said that he had told university officials that if they raised objection to the external courses, he would consider closing down them. He said after the university invited applications for external students, university officials were of the opinion that Dr Babasaheb Ambedkar University was there in the state for distance education.

Senate members said that GU should give the manuscripts of syllabus to the external students. At this point, the VC opined that they wanted to close down the external courses.

A senate member said once the university closes down the external course, students would make a beeline for admission in self-financed colleges.

The VC also made it clear that the grant-in-aid science colleges which were allowed to run self-financed colleges will not be permitted to admit students in the first year from the academic year beginning June. He said that these college managements who were supposed to have additional staff continued with the present staff and made money. He said that the science colleges wanting to have SFI colleges will have to have separate faculty and buildings.

The senate members also raised the issue of pathetic conditions of the hostels, the bathrooms and the roads leading to the hostels.

They also alleged that GU did not declare the results in time because of which the academic calendar was not followed. The senate members said that the university should also fix a time-frame for declaring the outcome of the reassessment of the answer-sheets, reported ToI

[MTC Global] HDFC Chairman calls for aggressive investment in education sector

Chairman of HDFC, Deepak Parekh has called for "aggressive" investments by the government as well as corporates in the education sector, saying it is the key to unlock India's demographic dividend.

"For a country like India, spending on education is abysmally low at 3 per cent of GDP. India has one of the youngest populations in the world and effective investment in education will determine how well the population is educated and this in turn will enhance the productivity of the demographic dividend," Parekh said at the launch first school HDFC School in Gurgaon.

"Though the allocation for the education sector has gone up progressively in the past decade, there is still a need that the Indian government and private sector invest aggressively in education sector going forward," he said.

"There is a lot of innovation that can be brought into the education space and with this initiative, HDFC aims to create a visible impact on schooling system," he added.

Parekh said the group's education initiative is an answer to the question "Why can't equal opportunities be provided to all Indians to secure quality education for their children leading to better careers and better lives?"

"The HDFC School will focus on academics, and at the same time seek to develop well-rounded students, who will flourish in a pluralistic society. It is our endeavour to develop responsible young global citizens," eminent educationalist and academician Anita Makkar said, reported Business Today.

[MTC Global] 3 new varsities opened by congress govt in Rajasthan faces closure

he three universities opened by Congress government in Rajasthan are on the verge of closure, the varsities are Haridev Joshi University of Journalism and Mass Communication (HJUJ) Dr Bhimrao Ambedkar Law University (BALU) both in Jaipur and Bikaner Technical University (BTU) in Bikaner.

A cabinet sub-committee formed to review the decisions taken by former CM Ashok Gehlot in last months of his tenure had recommended closure of two universities, HJUJ and BALU. BTU is facing uncertainty as the ordinance lapsed in April 2014 followed by an order stating that the closing of university has been called off till fresh orders.

The HJUJ which has over 100 students has moved an inch closer towards closure with the higher education department issuing a letter directing the university vice-chancellor of not conducting any exercise for admissions and recruitment.

Another university, BALU is running from a rented space in Durgapura, Jaipur and has not started any course nor was allotted any land. Here, Vice Chancellor U C Sankhla, registrar and one finance officer were appointed in 2013. "I have been writing to governments to start this university but they aren't interested. I would say that present government should take its decision in the interest of law students in Rajasthan," said Sankhla, who has completed all the paper work to start this university.

Kali Charan Saraf, higher and technical education minister has made it clear that both the universities are causing colossal waste to the state ex-chequer. "Previous government formed them without any feasibility. The HJUJ has less than 100 students and 8 teachers. My view is that it should be merged with Rajasthan University's Center for Mass Communication so that students will at least get their degrees from a reputed university (RU). The state doesn't require specific law universities as law colleges under state universities are doing well," said Saraf.

Saraf, however, has again cleared that technical education is going through major correction in the state. "BTU was aimed at load-shedding of already existing Rajasthan Technical University in Kota. However, when technical education is registering negative growth there is less possibility of considering its re-opening," said Saraf. Gehlot-led government had opened 8 universities in last two years of its tenure. The other five universities are Sardar Patel Police and Security University in Jodhpur, Brij University in Bharatpur, Matysa University in Alwar, Shekhawati University in Sikar and Rajiv Gandhi Tribal University in Udaipur, reported ToI.
