As Ahidjo's direct representative on the ground, Jean Claude Ngoh wielded immense powers. According to Fuabeh Fonge (Modernization Without Development in Africa), the Federal Inspector had control over all divisional officers and "was authorized to use the armed forces, gendarmes and police to reinforce his authority if he deemed such action necessary. Since the army and Gendarmerie were federal forces, their presence in West Cameroon gave the federal inspector an edge over West Cameroon state officials who could not employ these forces without approval from Yaounde.
