IGNOU is a central university by an Act of Union Government. It has mandate all over India and can even have affiliations/centres abroad subject to the approval of the MHRD. Certainly any university can have collaboration with any other university anywhere in the world, subject to its bye-laws and requisite approvals, as may be required. Therefore, universities in UAE having collaboration with IGNOU is perfectly in order.

The matter of ex-VC of IGNOU being implicated relates to Sikkim Manipal University and Punjab Technical University, which both are state universities established by the Acts of Sikkim and Punjab respectively. By their legislative mandates, they have jurisdiction to operate within the respective states only. Their being allowed to operate branches/centres outside their respective states is not allowed by law and hence illegal.

Just FYI, VC of IGNOU is also ex-officio Chairman of Distance Education Council which is the approving and regulatory authority for distance education courses in India.

Some of the Universities do function in the UAE too with collaboration of IGNOU. They are  institutions of international stature. I don't know why the VC is implicated.
