On CRTV's 27/09/2012 3:00 PM radio broadcast, a signed release from the desk of the Director General of ELECAM, Mr. Mohamman Sani announced inter alia that voter recompilation using the high end biometric technology shall commence on October 3, 2012 and run through February 28, 2013.
 
If ELECAM were to walk the talk to its logical end then they'd have flagrantly violated Sections 74 (2) and 75 (3) of Cameroon Law No. 2012/001 of April 19, 2012 relating to the Electoral Code.
 
Section 74 (2) states in full: 'The annual revision of the electoral registers shall commence on 1 January and end on 31 August of every year'.
 
This is as clear as sunlight!
 
But can we speculate ELECAM's decision to begin recompilation is an inspiration drawn from Section 7(3) of the Electoral Code which provides; 'In case of recompilation of electoral registers, the Director General of ELECAM may EXTEND the period provided for in section 74 (2) above by no more than 3 (three) months'? (My emphasis in Caps for better appreciation).
 
Why such an inspiration is only not inspirational but hugely illegal:
 
1. Given that our electoral registers currently have blank pages – that is, no registration or a recompilation exercise ever took place between January 1 and August 31 this year. How come ELECAM is extending a recompilation process that never was!
 
2. The period of recompilation as announced by the General Directorate of ELECAM shall commence on October 3, 2012 and run through February 28, 2013 – a period of close to five months, way more than the three months the law so provides, that is, if they were right with the logic of extension in the first place.
 
In an article, 'ELECAM on the Verge of Illegality' published on August 29, 2012 by one of the finest legal minds of our time Hon. Lord Justice Ayah Paul, Chairman of PAP, he drew the attention of ELECAM hierarchy on the afore-quoted law, yet, ELECAM continue in their stubborn refusal to respect the Electoral Code.
 
Do not get me wrong; inasmuch as it's best to register as many eligible voters as possible, we must not hurt the law in process! Imagine a scenario where every other institution broke the law. We would live in a state of total anarchy. Of course, trampling on the law is a character trait of this regime. We must stop lamenting but begin acting bold and swift.
 
If ELECAM were to continue in their attempt of nose-thumbing the Electoral Law then, we, conscientious Cameroonian youths would have no other option than cry out loud to them: "meet us in court!"
