If you call this lazy analysis then you probably need to brush up some more on skewered politicking. That is, how to bring down your competition. The position of government delegate is not in a position to sit and debate laws which build a nation. That's the first thing. The government delegate doesn't wield the kind of command that a Senator would. Finally, a government delegate means just that: "a government delegate" Fru Ndi has not aspired to become a government delegate.

The Senate is different because even as Senator, appointed or elected, Fru is under no obligation to follow the executive's directives since the Senate by itself entails persons from various political parties.

If Biya refuses to organize municipals before and apart from Senate elections, he and only he will decide who to appoint as Senator. In order to disgrace the SDF, Biya can appoint Fru Ndi. Even if Fru Ndi turns down the offer, Biya would've embarrassed the SDF thereby continuing to discredit the SDF political outfit.

It's shrewd politics and if you can't understand shrewd politics, then you don't know Biya and his French advisers. The same advisers whom it's been said had asked that Biya offer Fru Ndi the position of prime minister. It's said envoys were sent to Fru Ndi about this but he turned down the offer. Why would Biya and his advisers even offer Fru Ndi the position of prime minister? It's shrewd politics, in a bid to remove him as a threat and discredit the SDF.

Probably the same reasons why Obama appointed Petraeus to the CIA and Huntsman as ambassador to China.
