There is no text book solution for this problem. Depending on the necessity you ma have to do both. In case your work is an extension of what has already been done, irrespective of time factor, you will have to review works done by anybody in that field. However, if you are venturing into new areas, probably quotes will have to be analysed. But quotes are not in isolation. They are in the context of a situation which the individual faced, so reference and analysis of that context and situation becomes critical. 

Bottom line is if the information is relevant to your research work, not to fill up pages, but to draw attention on certain important facts, concepts or to link your work, then you will have to review that literature. The depth to which you go prepares you better for your presentation and defence of your work.

Thanks for the overwhelming response to my last discussion link.
Most of us in MTC Global are pursuing PhD and are in various stages of our research.. i request you all to share the various methods of doing literature review(in detail). few says you need to find out data on all the various researches in the related topic, and few says you need to collect information on the quotes given by various thinkers in various years.
but what kind of approach is the best one.
