As you note rightly, no support exists for the "Supreme Court" and the judiciary in Cameroon. This lack of support gives room for pessimism. That is one of the factors which suggests that Cameroon is a country with a bleak future. The judiciary has no broad support and the public has no trust in it, and once institutions start having no broad support and trust, that country is on its way to failure, which I hope Cameroon will be.Hon.Ayah Abine ought to recalibrate his appreciation of the illegal system in Cameroon, rather than expecting justice in an incurably criminal system.

Hon. Judge, MP, permit me to refresh your recollection on the main issues you have raised in this writeup. In it you raised concerns about the "Buea Administration" not subjecting itself to the rule of law. As an experienced lawyer having been on the bench as a judge,
and a politician, you know or should know:
1. That the Republic of Cameroun, a colonialist state, is an autocracy in spite of the provisions of the constitution that pay lip service to the separation of powers, the rule of law et al.
2. That the de facto autocracy is headed by a president who is constitutional chief executive, constitutional head of the judiciary - your boss in his capacity as Chair of the Higher Judicial Council and de facto head of the bicameral legislature in his capacity as head of the ruling party who plays a dominant role in elections and the selection of party candidates to run for public office.
3. That on account of the foregoing, he dominates the whole political scene in law and fact - making the principle of the rule of law and the supremacy of the constitution a farce.
4. You know or ought to know that what you call "Buea Administration" consists of field officers - governor, senior divisional officers and divisional officers - all personal representatives of the president; Like judges they are appointed and , hold office at his pleasure and not during good behavior.
5. You knows or should know that the Buea Administration is located in the Capital of the occupied state of Southern Cameroons - a former UN trust territory that was granted independence in association with Cameroun by a legal process which was not followed by the United Kingdom trust administration - resulting in an annexation by Cameroun.
6. You know or should know that having tacitly accepted foreign occupation, domination and exploitation, having accepted to collaborate, you are regarded as a colonial subject who has no rights that the occupier, like a traditional slave master is bound to respect. As such, you are expected to be grateful with whatever is given to you. You should not, while standing on bended knees, cap in hand by you master's table, cap in hand, feel that you are entitled to any particular treatment or size of the gifts. You can't eat your cake and have it
.
You should get used to the fact that presently, Cameroun and Southern Cameroons are two independent states, the second annexed by the first - both governed by an imperial dictatorship - not by a democracy subject to the rule of law, domestic and international.

This is the bitter truth, my learned friend, lawmaker and traditional ruler. I sympathize with you in face of the repeated acts of humiliation to which you are often subjected. If you do not want to die on your feet with armour on your back, just shut up and continue to live on your knees. You can't eat your cake and have it.

Lawlessness in Cameroun has attained its zenith. Law is now the person applying the law: not the law itself. Therefore has the time come for the Administration of Buea to tell the people that the Administration is the law!

While threatening contractors with arrest if they fail to realize their projects for the "50th Anniversary of Reunification" by March 31st, the very Administration has multiplied by four unlawful public holidays and the resultant economic blockade. Every Wednesday now up to noon has been declared "Keep Buea Clean"…

Talk again make I hear! HYSACAM! Look, my dear; I have forgotten archaic terms. HYSACAM na whati?... Move me there! Do you not know that it is a capital offence for Mr. President of the Republic to see even litter! And in any case you want teach administration their work?

Yet is the rigorous aspect to please Mr. President marred by the real ulterior motive: getting one's own share! The first target here is drivers and petty traders for hot and ready cash. Every driver who doesn't want to keep Buea clean for Mr. President pays to the Administration 2.000 francs for licence to drive during the "keep clean" exercise. I pray you to ignore the "de minimis". Every one hundred drivers would give the Administration only 200.000 francs per week! 800.000 francs a month! Tell me how many Champagne that small amount can buy!

That amount to augment, the Administration goes out for on-the-spot inspection. If they come upon a barbing saloon that has been opened in order to keep the inside and the frontage clean, some of its equipment is taken away by distress. Never mind! It will be redeemed upon the payment of a 5.000-franc fine imposed by the Administrative Court without a hearing! This is a more lucrative business! Just ten saloons and 50.000 francs "don fall"! Just like that!

But mark you! There are more bars than barbing saloons. In the event of a bar in similar circumstances, it is the television set that is seized. Don't ask me how much is paid to redeem the set! Knoweth thou not that Camerounese must watch football as their pass to heaven. Most pressurizing and therefore lucrative, isn't it? Who de waste tam for beg man whe he hold him for throat?

You wan prayer God to shorten the life span of the present regime? You de craze! What verse of the Bible tells you that our Father in heaven hears negative prayers? Ashia for you, damn shit!
