Dear All,

We in India have got broadly four levels of education
system, namely, primary, secondary, higher secondary
and higher education. Professional and vocational
education are fitted in suitably.

The main purpose of education is to churn out good
human beings who would support oneself and society
through a calling.

Depending upon the need and one's potential in terms of
intellectual level, environment, economic and social
conditions, etc., decisions regarding at what level to
terminate from education need to be plan-fully monitored.


In India GER is low, drop out rates are very high at primary
and secondary level and hardly 7% students population reach to HE,
major chunk going for non-professional programs.

Higher education is of great significance for national prosperity
and development. These people are expected to set the path for others
comprising of over 90 % population. Higher education is a treasure for
nation, investment for future. No other business gives the output as
high as that of higher education.

It is of utmost importance that the average level of knowledge of
a country must enhance day in and day out. Hence, primary,
secondary and higher education need to be closely interwoven.
This needs a proper manpower planning at the national level so that
at every stage one can be, if need so demands, in a position to enter
into one or some other calling.

Nevertheless, for monitoring such affairs we need to have a sizable number of
HE turnout. Cost based education, pay linked with HE qualifications, and to some
extent inclusive policy do not permit the genius to reach to the front, causing a
cumulative formidable (hidden) cost to the country, to one and all.
Hence, primary, secondary and HE must be integrated with emphasis on
HE in the national interest. The degrees obtained through HE need to be
treated as "public goods" rather than "private goods".
