I think, in addition to industry-academia collaboration there should be mentor ship initiative by the islands of educational excellence in our country i.e. by IITs/ NITs/ IIITs/ IISc etc. These institutes should be given the task of mentoring surrounding institutions (both public and private) and made responsible for quality delivery to improve the present system of higher education, 

Now almost each and every state in India has got an IIT, NIT, IIIT, IISER, a Central University etc. which should be made to shoulder the responsibility of looking after issues in its respective domain and region. 

This will break the locus of control by AICTE /UGC and ease their work for quality improvement initiatives. 

This is nothing but DECENTRALIZATION PRINCIPLE. 

Can this happen in our system?
