RE: [MTC Global] RE: India a view point

Dear All MTCians, 

As I recall, initially I started this debate on the Strength, Weakness, Opportunities and Threats of the Indian Economy by forwarding an article by Mr. Murthy, Ex-Director, CII Germany Office, indicating that India is not regarded as a favorable destination for foreign investment. The debate started well. But I am sorry to say that Madam Irmel V. Marla (Sociologist/Anthropologist), Chairperson: International Institute for Holistic Research and Voluntary Action (India-Germany) deliberately hijacked the debate by referring to the controversial and political issues like reservation for SCs/ STs. Since then MTCians are spending their valuable time and using this valuable space on internet by debating on merits and demerits of reservation, which in my view, has nothing to do with foreign investment in India. As I recall, when I used to work as Economic Adviser in the Ministry of Finance, Govt of India during 1989-2005, the reservation for SCs/ STs was not applicable for the foreign companies and for domestic private sector. So the point raised by Madam Irmel is only provocative and irrelevant for our basic debate and we should not waste any more energy and time on it. The issue may be relevant for efficiency and productivity in the public sector, but not for the private sector and not for foreign investment.

Reservations:

It is a curse that we in India have a system of reservations. May be such a system may have  sanctity to help the deserving candidates hailing from Scheduled castes and tribes etc., But there are caste based reservations also in many of the states. Under the shelter of some Castes being brought under backward category most of the so called forward castes are deprived of the opportunities for higher education or employment.

Caste stamping and declaration of backward or scheduled castes category  must be based on financial status of such families also. Not that all the candidates coming from backward  cadre are poor or unafffordable to pay fees etc., There are wealthy landlords and rich people who are in a better status coming under the backward category  than those who hail from forward category.  Everybody is trying to get some percentage of reservation in all  affairs. "Welfare state" is not alone applicable for backward clause people but also to other categories. Equal opportunity to be given to all in a  welfare state.

I agree with the views expressed by Satishji.

Helping the oppressed and suppressed is alright but not at the cost of other deserving people (pareto optimality).

Yes we have committed ourselves to the concept of welfare state. But there are other ways of helping the needy such as extending financial assistance or arranging coaching to compete with the rest.

Inclusion should not be in the form of dolling out subsidies, reservations but instead should take the shape of  creating/setting new enterprises which can provide jobs while simultaneously arranging  work oriented education. 

Growth with justice (safeguards for providing needed relief to the deprived sections) should be goal. But this calls for governance as against government which is in vogue.

Reservation was initially planned for ten years. I am not sure whether any thought was  given in arriving at norms for reservation; which should have  implied that in ten years affected persons will get fair opportunity and come up to the level of so called privileged class.  In practice a small section of "higher class" of deprived groups have grabbed all the reservations depriving  the rest of the sections. Benefit of reservations continues for those lucky lot who seem to have created new "sub-caste" who on paper are low caste but can match any developed and wealthy groups. They maintain their tab of low caste to continue to get benefits. It is obvious that the country just cannot provide jobs /opportunities for deserving cases. In such a situation one wonders whether there is any sense in maintaining reservations. 

 

Instead due attention must be given to work oriented education so that all section can get gainful work without looking for jobs which are just not there. Reservation by itself kills excellence.

I am totally game with the suggestion of equal opportunity as proposed by Prof GoelReservations are unavoidable in our nation with around 5000 communities, castes, sub castes, tribes, sir names, special groups, minorities, regional groups, conversions & the likes. Prof Goel was categorical that Reservations should not be a hindrance to growth & progress of our nation. Look at it differently in terms of creating a level playing field for all - right from the BPL people to the richest. Yes, why not?

reservation/quota systems are always adverse to sound, meritorious development. That is why it cannot be substituted by any other type of reservation system, it can only be abolished. Equal opportunities to all, that is what is needed and for this, Indian society has to mature in a strong civil society without superstitions and the like. Alas, our educational institutions purport superstitions and all concepts/ideologies/religions related to these. We have to fight exactly on this front, not compromising on more 'convenient' issues. Committed, enlightened teachers could be at the forefront - but: where are they???

We need institutions where free education will be provided to have-nots and drown trodden societies to make them competitive to earn their place based on their merits. Efforts of Prof. Anand in Patna could emulated by the Government. A small effort in this direction was made through Navoday Vidyalaya which gave excellent results for first few years and then same corruption entered into these institutions also and today they have remained only for name sake. RtE is a step in right direction on paper but its implementation is so lousy that soon it will lose its relevant. Ensure that facility is given only to those who are willing to invest time and effort and ensure that schools are reimbursed all the cost (not only tuition fees) and we can have good results. But today the state of affairs is that admissions are made on the paper but majority of the students do not attend the schools because then can not afford other costs of uniforms, books, transport, food etc.
