The higher education system seems to be a tool for the privileged few viz. the IIMs, IITs, Centrral Universities and the likes...
You will be shocked to see how affiliated colleges in small towns and districts or girls colleges are struggling to keep pace with the norms and sanctions of the UGC regarding CAS and IQAssurance.
I think it is a conspiracy to shut these colleges down...
