Re: [MTC Global] empowerment of AICTE

sirs

2 important things to be clarified immediately. kindly contribute if you can.

1. whether AICTE is allowed to conduct CMAT entrance test for MBA admissions of affiliated colleges?
they are going ahead with the second CMAT test , last date 16th Jan and students are confused as last year CMAT was withdrawn in the lat minute. If AICTE has no role in governing MBA programs, how can they conduct entrance test and collect huge amount as fee from candidates?

2. is NBA accreditation for Engg and B schools still valid? NBA was an entity created by AICTE. Like AICTE, they are charging fantastic fee for accreditation.

Law ministry foils HRD's attempt to empower AICTE

06 January 2014

The Law Ministry has stopped another bid by the HRD ministry to circumvent the Supreme Court order of last April that stripped the AICTE of its powers

The HRD ministry's bid to go around the Supreme Court order of last April that stripped the AICTE of its powers has been stopped by the Law ministry.

The HRD ministry has put forward various proposals to overturn the order, after their ordinance failed, the ministry drafted an amendment to the AICTE Act. After their proposals fell through the HRD asked law ministry "if rules can be notified under section 25 of the UGC Act to authorize AICTE to accord approval to technical education institutions in the same manner as it did prior to the SC judgment."

The HRD asked if notifying such a rule under the UGC Act will attract contempt of court. A senior law ministry official stated, "We are rarely asked to give opinion on such bizarre proposals. How could one institution be empowered by making rules for another institution more so when the Supreme Court order was so clear."

The law ministry after examining several Supreme Court orders, the UGC Act and AICTE Act, said that the AICTE is for improvement of quality education in the technical education and bringing uniformity in technical education. The UGC however can recommend to any university to follow the norms prescribed by the AICTE. Law ministry said as per the apex court judgment, universities and affiliated colleges are not bound by the regulations for approval framed by the AICTE.

The law ministry stated "It would not be advisable to authorize the AICTE to accord approval to all technical institutes by making rules under section 25 of the UGC Act."
