Sorry to interrupt but I suppose "South Africa" is included in BRIC since 2010 and now it is "BRICS".

At-least now, let the so called intellectuals who propounded the theory that "Development will happen only through English Education" should realize that  Education is something which needs to be imparted in the language and ways how an individual will be able to introspect and think.This can be done only with a regional language and culture around which an Individual grows.India is the only country (i think) in BRIC country where University system of education highlights only on English. I don't think, Russian, Chinese and Brazil universities focuses only on English.

It is followed by the Indian Institutes of Technology (IITs) in Delhi, Kanpur, Kharagpur and Roorkee, ranked between 351-400.
