Yes and no:China for instance imported English teachers by the droves:in 2007 when we were in China we heard maybe 2 words in English-But today because they wanted the advantage of Western education,English became necessary and China built all the necessary infrastructure for it.

Of the BRIC countries we cant compare ourselves to two of the four countries-the Communist countries.It is possible  for the Governments  to get anything done by force.

Brazil-with as many issues and challenges as India did and does,is the surprise element. Focusing agriculture,science and technology there is  a new found confidence  and sense of direction.In India though we have moved it eh reverse.Events in this country have made us retrograde-culturally.educationally ,in science and economics. The  sense of hopelessness, the me and mine mentality, corruption and misgovernance are taking a heavy toll.Education is the victim of it all.

It reflects in many places and we have a nonchalance and defense for it.

India has a unique problem-are we capable of providing opportunities for people to be productive if they study in their mother tongues?I mean a job,a way to livelihood?  Is agriculture working?are industries surviving? Do we mind ? but more importantly-do we care?

At-least now, let the so called intellectuals who propounded the theory that "Development will happen only through English Education" should realize that  Education is something which needs to be imparted in the language and ways how an individual will be able to introspect and think.This can be done only with a regional language and culture around which an Individual grows.India is the only country (i think) in BRIC country where University system of education highlights only on English. I don't think, Russian, Chinese and Brazil universities focuses only on English.
