Re: [MTC Global] Low productivity in government service ( public employees)

Dear All,
The reasons for this type of situation is due to lack of responsibility and accountability.
For the majority of the people in Govt.service the attractiveness is Job Security, No accountability, they can take leave as they like, personal requirements are more important than the jobs, the bribe they get are much higher than the salary. I have come across people at lower income level where a prospective groom should have a Govt.Job. Even a peon is alright.
In the case of managerial / supervisor level they are from IAS, IPS, IRS, IFS etc. here they may be brilliant academically. But they are fully immersed in the procedures and seldom take any decision. They have been trained how not to take decisions? Even in this clad, corruption has entered. In our country corruption is from C2G ( Cradle to Grave ). Unless this situation is changed, our prosperity is going to be a distant dream. In the past many commissions have submitted reports after reports on administrative reforms. But they are gathering dust and nothing tangible has been implemented. 
We need to have a relook at the system of Administration, Police, Foreign service, Railways, Customs where in the completive exam is done for the selection of officers. Similarly the training imparted to these young minds. In developed countries these systems have undergone radical change and we alone carrying the legacy left by the British.
Unless we act fast things will drift with out our knowledge.

                         I believe Reservation based promotion system and Time bound promotion system based only on seniority are major factors in demotivating the Govt. work force at least in my state Tripura. Lot of efficient Govt. officers who now try to shield away from responsibility say that they were highly demotivated as now they have to report to their inefficient juniors   who have now moved higher up in position in-spite of inefficiencies due to reservation based promotion system.  The time bound promotion system with little weight given to performance  further discourages meritorious officers from giving their best.
