Ministry of Labour and company affairs etc. are related to imposing conditions how one should conduct his business, finding faults , issuing notices, collecting over the table and under the table money and go on, there is no component of skill development in their programs.

Karmveer Bhaurao Patil almost an illiterate person did an excellent
job about 8 decades ago in spreading education in Maharashtra,
especially in rural areas, founded Rayat Shikshan Sanshta, HQ:
Satara with annual budget more than that of Govt. of Maharashtra. It
is true that academic qualifications may not always bring out
results. But Karmeer Patil, Fule, Ambedkar., etc. are exceptions.

When some body is officiating in a system, academic qualifications
and experience in related field play a significant part in attaining
desirable results that we term as good governance or public well-
fare. In advanced countries, mostly all ministers are trained in
military services plus their own field of specialization. In case of
the present MHRD we have to wait and watch. But the results are not
expected outstanding dully called as "Parivartana" because we need
to de-root Macaulay model and establish a model based on Gurukul and
Madarassa pattern. This is an uphill task.

There is one more thing why not to merge Ministries like MHRD,
Labour, Company, Industry affairs, etc. that are related with skill
development, education, academics, etc?

adjusted GDP deserves a better HRD Minister. This act shows the
mindset and the importance given to education by the Modi Government
