A true picture is given and many more observations can be added.
What is the role of public? The role of Governance? Role of reward
and punishment system? What is about Performance Appraisal? Why
compensation not linked with performance? Are not we self-centered,
anyhow I would get through and obtain the pretty gains, comforts,
etc.?

Jobs, now. Recently many such candidates of similar qualifications
appeared for VAO Exams of AP Service Commission.
