The effectiveness of  the  technique entirely depends on the kind of audience and the subject that is covered.
If  you are addressing a learned audience say a group of CEOs /Business heads,in a formal business set up,they would like to know in advance the agenda,scope & outcome of the presentation.(Focus-Information sharing)
In case of  Public speaking or  presentation to a heterogeneous audience,a group young students etc the other way that you had mentioned may help. (Focus-Persuasion,Motivation & inspiration).

Athenian Greeks developed a number of presentation techniques as they began there experiment with Democratic Government. They understood that in the absence of king , there required a strong legal system to restrain people and also good public speaking.

Presentation Techniques and skills were born . Twenty five hundred years after still Greeks wisdom contradicts with Modern Masters of Presentation like Dale Carniegie . While Carniegie believed on opening of the presentation would be "Say them what you are going to say , and then say it", Greeks opinion was that would make presentation boring and predictable.
