Pareto principle is very generic and rudimentary. We can not say that this many percentage of people are inborn leaders and the remaining percentage of leaders are learned and skilled it.

The Pareto principle 80:20 (80% is made and 20% is born) whilst past research suggests that leadership is 30 percent genetic and 70 percent a result of lessons learned. As to how the percentage is divided between both born and made, I think it is subject to individual circumstances.

"Psychology Today" conducted an in depth research few years back by taking examples of great leaders and leadership styles for last 100 years and concluded that leadership can be taught. Leadership is a dimension of personality. There are many primary traits involved in it. As we know, the personality is made up of genetic and environmental, that will implicitly say that leadership is genetic!
