Pareto principle is very generic and rudimentary. We can not say that this many percentage of people are inborn leaders and the remaining percentage of leaders are learned and skilled it.

Leadership is a dimension of personality. There are many primary traits involved in it. As we know, the personality is made up of genetic and environmental, that will implicitly say that leadership is genetic!
According to my theory and research, it is possible to mold anybody, almost anybody (except severely brain damaged) to be skilled in leadership behaviour [see my research article: The role of counseling and soft skills training in enhancing the leadership behaviour among management students, Vijendra Kumar & Sadhana Deshmukh, International Journal of Oganisational Behaviour and Managemnet Perspectives, 1(1), 2012]. At PES University, I have started a club called Leaders for change' with the positive energy of some MBA students. It is still in its neonatal stage! We need to see when it grows!!
