A HUMBLE TAKE:
It's not just numbers -but is QUANTITY Vs QUALITY
I know a university where teacher student ration was 1:8 and with about 18 professors present on the campus, no single session was on except one where there was a lone student with a teacher in a particular class and student was bound to wheel chair !
Besides numbers, teachers must pursue research, publication and consulting actively apart from teaching innovatively relevant .

Subject: [MTC Global] Poor teacher-student ratio reason for Indian varsities not appearing in global list: Pune Univ VC
Prof Wasudeo N Gade, Vice Chancellor of the Savitribai Phule Pune University has said that Indian universities fail to appear in the top global educational institutes' list because of the poor teacher-student ratio.
Prof Gade said while the ideal teacher-student ratio is believed to be 1:8 or lower, the figure is much higher here. He also urged the governor to ask the government to sanction more teaching posts for the university.
"The teacher student ratio on the university campus is 1:13. The figure would vary in colleges affiliated to the university, but there are colleges where it would be much worse," VC said.
The university has about 5,500 students on its campus and a sanctioned staff strength of 450 teachers, of which 129 posts are lying vacant, he said, adding that the vacancies have not been filled because of delays in the process of roster verification.
Roster verification is an exercise by which the staff strength of the university is assessed to ensure that the reservation quotas, such as those for scheduled castes, scheduled tribes, other backward castes, are properly implemented.
The initial delay was caused due to a change in the manner in which the roster verification was carried out. Until now it was carried out at the department level, but this was changed to university level, he said. "However, the introduction of reservations for Marathas and Muslims and subsequent stay on the matter by the Bombay High Court has left the new appointment of teachers in a limbo," Gade added, reported ToI.
