STAR Project Business Analyst

Position Summary:

The STAR (State Transforming Agency Resources) Project is the initiative to replace its legacy finance, procurement, human resources/payroll/benefits and budget systems with Oracle's PeopleSoft software.
 
ERP Implementation Teams are formed around business process areas including Finance, Procurement, Budget and Human Resources Management. Each business team will have a Functional Team Leader. Integration and technology infrastructure teams will also be formed. The individual in this position provides functional expertise in support of the STAR project with specific knowledge in one or more business process areas; and provides support and coordination of the assigned project team members and activities.
This position is a Business Analyst, responsible for functional support of the STAR project.  This includes activities such as troubleshooting problems and assisting through resolution, participating in writing functional and technical requirements for system changes, perform system and integration testing of changes to the PeopleSoft applications, assist with documentation of user procedures and training programs.
Goals and Worker Activities                       
35%        A.            Project Management and Team Collaboration                  
A1.         Functional process owner for the business process area and/or module. Provides expertise on business processes and solutions.
A2.         Collaborates with other functional team members to develop common processes across the State of Wisconsin.
A3.         Responsible for the design and documentation of the business requirements.
A4.         Provides advanced problem solving and functional support; works with the team to resolve complex functional problems.
A5.         Executes, monitors, and documents functional activity for the ERP project; provides functional expertise and guidance during the project to ensure proper design techniques are used and that all resources are used appropriately.
A6.         Works with representatives from other administration areas to ensure seamless integration with their modules.
A7.         Collaborates with other team members in the development and execution of an implementation/rollout plan.
A8.         Participates in preparation of status reports documenting progress against plan.
A9.         Collaborates with the team to facilitate the development and implementation of support procedures.

                
50%        B.            Systems Development of large, complex projects consisting of multi-phased development efforts                       
B1.          Provides alternative solutions and recommendations to complex business problems and issues and works with team members to determine satisfactory approach.
B2.          In coordination with the functional team members, develop strategies for the future business process flows within the PeopleSoft applications.
B3.          Identify opportunities to streamline business processes to best leverage the PeopleSoft system.
B4.          Responsible for the development of functional and technical requirements for the PeopleSoft system.
B5.          Participates in the development of conversion requirements. Works closely with the conversion development team to ensure that requirements are met.
B6.          Implements/ensures data quality/cleansing efforts.
B7.          Participates in development of testing and training requirements.
B8.          Responsible for the analysis and design of any necessary modification. Works closely with the development staff on the development, testing and implementation of the necessary modification.
B9.          Works with the Change Management team and functional team members to develop p comprehensive user documentation.
B10.       Participates in the development of testing plans and scenarios ensuring that all aspects of the module are fully tested: application/unit test, integrated test, parallel test, performance/stress test. 
B11.       Participates in the development and documentation of security requirements for all users.
B12.       Participates in the deployment phase, cutover plan, data conversion, master data load, historical data load.                    
 
Knowledge and Skills:
                               
•              Knowledge of complex business/transaction processing for the State of Wisconsin.  Solid understanding of the Department of Administration and agency organizations.

Highly qualified candidates will also have a combination of the following:
1)     Leadership experience with systems development projects in  
        a functional capacity within a public sector environment                                                         
2)     Experience with developing, implementing, and/or managing
        large, complex operational systems (finance, procurement, budget
        or human resource administration systems) within a public sector
        environment
3)     Experience with business process redesign                                     
4)     Knowledge of PeopleSoft Application Fundamentals and Administration Tools
5)     Knowledge of Oracle Database and SQL

Assists with the development and maintenance of the PeopleSoft package. Customizes and configures workflow to allow the integration of client/server applications. Tests PeopleSoft configuration to ensure the system is meeting corporate needs. May require a bachelor's degree in area of specialty and 4-6 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected. Typically reports to a supervisor or manager.

We are looking for the following specific expertise;
eLM module - We need a functional resource to provide eLearning Management module knowledge for our HCM implementation.
Projects/Grants - We are looking for someone with significant experience in the Projects and Grants modules and any Dept of Transportation implementation experience would be a plus.
Security Architect - We need a security expert who understands all the security related components and issues with both application and infrastructure security requirements.
