This is a great idea Mishe Fon. We, as a people must begin to do something to address our problems –to the extent that we can--.
Please count me in for $100. 
But I do have some questions:
1- What are mechanisms are in place to collect these funds ?
2- Who is responsible for managing the funds ? (we might need at least 3 people)
3- How will the funds be allocated by Regions ?
 
To get started, --if not already done-- can we setup a bank account that we can make public here online, so that people in this forum can deposit money to it ?

Imagine if only 5000 out of the approximately 500,000 Cameroonians abroad (many of whom have lost loved ones in the various Road Rage Preventable Accidents) came up with their widow's mite to stop or limit this madness. I know how skeptical we are with "TRUST" issues but anyone who is not touched and saddened by what is happening is simply insensitive.


DRAFT PROPOSAL FOR ROAD SAFETY IN CAMEROON TO BE PRESENTED TO THE CAMEROON NATIONAL ASSEMBLY, THE PRIME MINISTER AND CIVIL SOCIETY NGOs BY CONCERNED CAMEROONIANS in the wake of many Preventable Accidents that are claiming the Lives of many citizens.
 
Creation of Communal(Local) and Provincial Road Safety Committees

Purpose
To assist in the engagement and empowerment of communities by training committed and enthusiastic members of various communities in the principles of Road Safety.This will allow a two way process where road safety concerns are fed back to the local authority, the population and vice versa. These committees would be responsible for the management of a small pot of money allocated to the relevant committee. This will allow neighborhood specific road safety concerns to be  addressed by the local community with guidance from the road safety professionals. (A decentralization of sorts)

By providing road safety training for members of the community, it will enable the profile of road safety to be heightened and allow communities to understand and tackle their local road safety concerns at a grassroots level with guidance from road   safety professionals and ultimately reduce the number of embarrassing and avoidable casualties Cameroon is now witnessing on a daily basis.

Bringing back discipline in the haphazard and indiscriminate issuance of Driver's License by unscrupulous Ministry of Transport authorities. Annual Vehicle Emissions Testing for Road Worthiness.  Effective display on Wind Shield of Insurance; Speed Limit control and verification by appropriate modern technology and clearly assigned regulated "High Way Patrol Officers"...and not the Gendarmerie/Police/Military cacophony that exist today.

Proposal

We propose to set up road safety committees in each Provincial headquarters and other major cities with a population of more than 200,000 inhabitants. We will recruit, train and support the committees. Emphasis will be to encourage future Road Construction Contractors who are awarded Government Contracts to propose on all new ROADS, a simple DUAL CARRIAGE HIGHWAY. Major axis like Douala/Yaoundé; Douala/Limbe; Douala/Bafoussam; Bafoussam/Bamenda; Buea/Kumba; Yaoundé/Bafoussam...which carry the bulk of Transportation in Cameroon MUST become DUAL CARRIAGE within the next Five years

A training course for the core members of each committee would be run. The12 session course covering organizing meetings, communication, road safety issues, fundraising,
publicity,the role of Traffic Wardens and Transportation officials and using the Internet and other resources of modernity.

Outcomes
. Write a mission statement stating the aims of a road safety campaign
. Set up and run a road safety campaign committee
..Be able to liase with the road casualty reduction group and other agencies
. Be able to design effective publicity on a particular theme for a specific audience
. Understand local road safety issues and produce an action plan for ways in which the road safety committee could help combat these .
. Find road safety information and or driver resources using the internet
. Understand the need for health and safety, equal opportunities and risk assessment policies and how to put them into practice
. Understanding of general road safety issues and what the statutory agencies

Cost
It is estimated that a total paltry budget of only $300,000 (Three Hundred Thousand Dollars) would be required for this scheme.
It is intended that the training course would be open to a maximum of 5 people from each of the pilot community committee areas identified. (First Year: Buea, Bamenda, Douala and Yaoundé). These selected individuals will then become the local trainers in their communities.
The course will therefore initially cater for up to 20 people. It is estimated that the cost of running this course would include room hire, food, fees for external speakers and the possible cost of pursuing accreditation for the course. A small pot of money would also be allocated for them to use as a committee to tackle road safety issues and perdiem allowances
.
Sustainability
Once the committees have been set up, trained and established they would be self sustaining with the Road Casualty Reduction Team having an advisory role. Part of the training would be in fundraising. The committees would be able to apply for funding for any initiatives they would like to run to tackle road safety issues. Future training courses would only need to be run when there is a turnover in members and less than two members of the committee have been trained. Future training courses could be funded by mainstream budgets if the evaluation of this pilot scheme is considered favorably by the authorities.
