The Personal Financial Management Product Manager will lead successful initiation, execution and operation of best-in-class online experiences for digital initiatives that enable customers to seamlessly manage their finances online. Utilize your product management, strategy, analysis, competitive research and collaboration skills to effectively work with product managers, technology resources, partners, vendors and other organizational units to develop, implement and maintain valuable PFM products/tools. Serve as a SME on PFM tools and provide guidance to internal stakeholders whose efforts have impacts on PFM functionality or wish to introduce PFM functionality. Lead product development efforts in this space including new product development and ongoing maintenance of the existing properties. Identify opportunities for program and product development. Move concepts through the ideation process to determine project viability from a business perspective and work with PMs and development partners to assess the technical impacts.
-Champion Personal Financial Management products.
-Maintain existing PFM product to ensure they continue to meet customer needs.
-Conduct strategic business and customer analysis to identify areas of opportunity and use the results to resolve problems and improve the customer experience.
-Coordinate and enforce Usability, Design and Information Architecture standards to ensure product quality and customer satisfaction.
-Develop ideas for enhancing existing functionality or identifying new functionality based on customer research, competitive benchmarking and partner needs.
-Project Initiation: Lead discovery efforts with Line of Business partners to determine business needs and high-level project scope for technology and design partners.
-Develop opportunity summaries and business cases for digital opportunities and present to leadership team to gain consensus, set priorities, and secure resources.
-Develop business requirements and coordinate approval across product LOBs, Customer Experience, Legal/Compliance, Brand, Enterprise Marketing.
-Partner with Project Managers/Business Analysts to develop Functional Requirements.
-Develop project communications plans to enable cross-team understanding of project impacts.
-Project Execution and On-going Product Management.
-Facilitate and drive decisions around scope, and critical project trade-offs.
-Ensure timely, high-quality and on-budget delivery of products.
-Manage initiatives across a complex, matrixed environment to achieve desired results.
-Provide direction and oversight to teams on the development and implementation of projects.
-Evaluation and measurement of key drivers/success metrics for capabilities.
Requirements:
-6+ years of related business experience in product management.
-Experience coordinating of product development and implementation activities.
-Strong technical understanding of services oriented system architecture.
-Data analysis and business metric analysis.

Providing project management, analysis, strategies, recommendations, oversight, and implementation on the projects behalf for:
CARES Project
Other tasks as assigned by the Project Sponsor and Manager
Provide the following duties:
Responsible for running complex programs and projects; which includes handling tasks that are involved in designing and development, as well as production.
Undertakes strategy creation for contingency planning and risk mitigation
Fully utilizing Microsoft Team Foundation Server (TFS) from a Program perspective, tracking: requirements, work items, bugs, deliverables, builds, and source code.
Facilitate delivery of program objectives.
Track progress and review project tasks to make certain deadlines are met appropriately at the program level.
Assess project issues and identify solutions to meet productivity, quality and customer goals.
Proactively communicate project status, issues & risks to management.
Provide mentoring and coaching where and when appropriate to other members of the team to better equip the team to be as productive and efficient as possible
Follow Scrum/Agile Methodology
Other duties may be assigned.
Provide the following deliverables per direction of and assignment by the Program Manager:
Project Plan
Project Status Reports
Weekly and Monthly Reporting and management duties as assigned or required
Utilize Sprint burn down charts

The Project Manager provided shall, at a minimum, meet the following requirements or possess an equivalent combination of education and experience:
Experience:
Experience with State Government, Medicaid, CHIP and DHR business area or healthcare industry
Project Management Professional (PMI) Certification
Ability to organize and lead project related meetings with customer, development staff, and sponsor level staff
Proficiency with MS Office (including Word, Excel, Outlook, PowerPoint, Access)
Proficiency with MS Project and MS Team Foundation Server (TFS)
Experience facilitating Joint Application Design (JAD) sessions
Experience working with test plans and test cases
Ability to work with end users/customers to understand and develop requirements
Experience with Project Status Reporting
Experience with Project Quality Management
Experience with Project Budget Management
Experience with Project Resource/Staffing Management
Experience with Project Change Management
Experience with Project Issue Management
Experience with project management methodology and able to apply methodology in a practical manner
Needs to be able to work independently and not rely on State or other team members for direction
Skill/Technology:
Five years experience with Extensive Knowledge of IT project management; specific experience and knowledge of the following:
Working hands-on with all aspects of the System Development Life Cycle
Excellent written and verbal communication skills
Ability to develop and negotiate win/win solutions to project issues
Process knowledge and experience leading Agile software projects
Experience with system requirements and their constraints/dependencies
Ability to break down prioritized deliverables into individual iterations
Proven record of delivering robust, on-time solutions within budget
Commitment to personal and professional development
Education/Certification:
Bachelors degree from an accredited four-year college or university with advance education in fields related to position or equivalent experience
