SCOPE OF SERVICES:
The Office of Administrative Trials and Hearings (OATH) seek to hire a Software Specialist who will be responsible for application development primary case management and adjudication application, AT AS. Reporting to the Director of IT, the candidate will oversee all programming changes to the software for this multi-tier web application and to its associated SQL Server databases, and will be required to work with IT support staff to address all user issues related to programming or database management. The candidate will also be responsible for coordinating release activities with developers, testers and release management staff; developing and maintaining messaging using a variety of protocols and tools to manage system's multi-agency interfaces; and will coordinate all changes, as the application contains shared components.

 MANDATORY SKILLS/EXPERIENCE : 

• 4+ years of experience in designing, developing, coding, testing and debugging new application and enhancements to existing software product.
• 4+ years of experience in STL, and Data structures, OOPS, design patterns. Developed own Generic algorithms, integrators, DS, Software development and Product management tools
• 3+ Web development using ASP.NET, C#, VB.NET, Ajax, Entity Framework, LINQ.
• 3+ years' experience with SQL Server and stored procedure development(T-SQL) 
• 3+ years' experience with Web Services and Windows services.

Experience must include knowledge of OLE programming and multimedia programming (image and audio) is strongly desired.

 DESIRABLE SKILLS/EXPERIENCE : -

• Good English verbal and writing, communication, analytical, collaboration skills and should be a team player.
• The candidate should be familiar with agile software development practices and have excellent task management skills.
• In addition, knowledge of design patterns, SOA, Open Source technologies is desirable
• Experience developing Case Management systems.

• Knowledge of Android Open mobile application development platform using Java.
• Developed Stuffit plug-Ins for Microsoft office and adobe Photoshop, using VC++, and C#.
• Strong conceptual knowledge of socket programming, Synchronization, IPC using mutex and semaphores message queues.
• Experience in digitizing voice recordings.
• Experience with API development, MQ Series, and at least one programming language.
• Experience using DTS, SSIS, and T-SQL in a Microsoft development environment.
• Demonstrate ability to write T-SQL queries to fulfill ad-hoc requests and data integrity checking; demonstrated ability to write T-SQL stored procedures for code re-use.

Demonstrate experience with DTS / integration service data transformation and manipulation tools.
