- Plane purchase scandal;

- Money stolen -- nineteen thousand million frs -- is capable of putting two thousand two hundred (2,200) Cameroonians on a salary of one hundred thousand (100,000) Francs CFA per month for the next eight years!

Open Letter to CONAC

The President,
CONAC, Yaounde.

In 2009, President Paul Biya visited the People's Republic of China during which he made a stop at some Chinese companies amongst which was Xi'an Aircraft Industrial Corporation, a manufacturer of the turboprop-powered airliner called the MA60. Cameroon, it would appear, had plans to purchase two airbuses for CamairCo. So, in 2011 negotiations started between the government of Cameroon and Xian Aircraft Industrial Corporation's sales team.

PAP and the Cameroonian people are aware that the government of Cameroun disbursed 34.4 billion Francs CFA for the purchase of two MA60 airplanes viz the MA60 TJX-SE and MA60 TJX-SD which were actually officially handed over to Cameroun on March 7, 2015 in the presence of all those who participated one way or the other in the purchase namely the Minister of Transport, Prof. Robert Nkili; the General Manager of CamairCo, Jean-Paul Nana Sandjo; the Board Chairman of CamairCo, Edouard Akame Foumou et al.

PAP's investigation reveal that since the introduction of its MA60 turboprop-powered airbuses in August 2000 to date, the manufacturer's price, per airplane fluctuates between 11 to 12 million US dollars (approx 6.63 – 7.24 billion Francs CFA); and none of its 32 other customers including big names like Kyrgystan Airlines, China United Airlines, Bolivian Air Force, East Horizon Airlines, the Royal Cambodian Airways, Zimbabwean Air etc ever purchased above the ceiling cost of 12 million dollars (that is approx. 7.24 billion Francs CFA).

If we were to assume that Cameroun got the worst deal by striking the ceiling price of 7.24 billion Francs CFA per airbus, then the total amount paid for the both planes stood at nothing more than 14.48 billion Francs CFA. A Primary Two pupil will do the Arithmetic and get a whopping 19.92 billion Francs CFA unaccounted for – a sum capable of putting two thousand two hundred (2,200) Cameroonians on a salary of one hundred thousand (100,000) Francs CFA per month for the next eight years!

Sir, on behalf of the Cameroonian people and on our own behalf, People's Action Party, PAP feel an irresistible urge to draw your attention to this huge corruption scandal. We believe, and strongly too that posterity shall never forget the effectiveness, speed and sincerity with which your honourable office tackle this case!
