The improvement or re-formation over the existing system (form) can be done in many ways, e.g.,:

  1. Data collection, its analysis, drawing inferences and deploying them to existing method: .Identifying the factors, collecting data, using factor analysis, Design of Experiments or Data Envelop Analysis, data sample be of appropriate size, random and reliable. This part is missing mostly in our data collection. The data thus collected is subjected to analysis using say statistical tools to arrive at certain inferences. The existing method is then improved. This is known as evidence based, "Pratyaksh Pramanam".
  2. Conviction, or hypothesis or intuition or logical reasoning is used to improve the existing system. It is intellectual reasoning. Assume something as one's intuition and proceed to implementing supporting things.

In both the cases, we are doing less. First we do not go for documentation in a real sense. Our data is not random, reliable and large. Data analysis is least scientific. In place of intuition we use one's whims. The result is before us.

We need to adopt scientific approach blended sometimes with (pure) intuition. One more thing we need to adopt: have respect for our traditions and culture. Any improvement  without cultural foundation is just abortive. Industrial Engineering approach for improving effectiveness is a must.

But one vital thing we need to keep in our mind: in the education process we are dealing with the minds, minds of both operators (teachers) and of raw live  material (students), both are interacting. This is not the case in industrial production, life-less commodities. The data gets affected because of mind play of three entities: Operator, student and the one who collects the data. This effect needs to be neutralized.

The present Indian education system will have to put in lot of honest and integrated efforts to place the system on track.

Derek Bok, twice president of Harvard, identifies what he calls the "two different cultures" of educational reform. The first "is an evidence-based approach to education … rooted in the belief that one can best advance teaching and learning by measuring student progress and testing experimental efforts to increase it." The second "rests on a conviction that effective teaching is an art which one can improve over time through personal experience and intuition without any need for data-driven reforms imposed from above.
