Professor Sahib,

I concur with Mr. Amardeep whose comment is  quite near to reality. There should be a qualification cut off for any post advertised by the Government. 

I share with intelligent professors of this forum an incident from the life of Dr. Manmohan Singh, our worthy honorable former Prime Minister.

When Dr. Manmohan Singh was a professor in Punjab University, Chandigarh, an applicant came to attend the interview for the post of a lecturer.  The honorable Prime Minister - then Professor of Punjab University - asked one question to the interviewee:

"What is your career plan?"

"Sir, I want to be an IAS officer."

Dr Sahib, emphatically replied:


"Go and study for IAS. I won't allow you to use my university as a stepping stone for this career."

And when Dr. Sahib became the Prime Minister of India, this IAS officer was one of his secretaries. 

The incident was published in one or more newspapers many many  years back.

So, many Ph.D or over qualified people do not apply for the job but for the lure of Government job.

It is true that peon's job does not require a Master's degree of Ph.D. But a candidate applied for it, it is purely his choice. No one forced or requested him to apply for that job. He may have some hidden agenda ( some years back, many Bangalorean's applied for the Safai Karmacharis post of BBMP. Because later, they have departmental exam and can go up).
Many candidates do not think about private jobs. They want Government jobs only for different reasons (Some time peons earn more than professors, officers, peons show more power and authority than officers).
If a management Ph.D. holder is competent and confident in his research and teaching activity, he will chose that profession and come up in life.
Or they may get into the  peon's job, which is structured and during their free time, they will do some teaching or research work or even consultancy work and gets recognized through their competency in teaching or research work.
However, we need to worry about some candidates, who deserve to be a peon or clerk, but get into master's degree and finish their Ph.D and get into Academics as professors. We need to bother about this trend (yesterday, one of my friend, who is doing Ph.D. in computer science shared with me about his colleague: A Ph.D. in computer science and associate professor does not know how to set up a page for taking print out).
Let us  think freely, but critically.

The reason I think is only is pay commissions...
Unaided institutes wont pay salary not even as per 5th pay commissions. For freshers its 5-7000 pm, shocking but true.

As per October national Newspapers and TV..... In UP for 368 peons posts of 5th std qualification...applicants are 255 PhDs, 10000 MBAs, + BTechs + MTechs+ MCAs= 2 lakhs. These are all genuine degrees from AICTE approved Universities. None from fake Universities. Why such poor condition. Is not credibility is lost. Can you please throw some light.
