If they are not employable at any level nor can they be at their own and apply for the lowest position of the bureaucracy, there must be something wrong with them. Don't blame Universities or Governments. My own observation is that there are individuals who start looking for job immediately after graduation, they do not get one and they join post graduate program. They don't get a job even then and they join a doctorate program. Ultimately they do not get a job even now for the simple reason that they do not have required attitude, skills and awareness.
